    The Constitution of SPLA Article (VIII) Elections

    Please go through the contents of Article -III of the Constitution of the SPLA.

    i. The Provincial Executive Council shall be competent to form election committee of SPLA for fair and impartial conduct of elections of SPLA Center/ Regional Associations in the month of October/November for every two years.

    ii. The election commission for center shall consist of its chairman and two members of each Region.


    iii. The election commission for region shall consists of its chairman and one member of each district.


    iv. The Election Committee of Center shall be competent to frame rules and regulations for fair and impartial conduct of election, to open Bank account in the name of Election Committee of SPLA.


    v. The Regional Election Committee shall be competent to frame rules and regulations for fair and impartial conduct of annual election of Region.


    vi. The Central Election Committee will frame prescribed nomination forms, withdrawal forms, ballot papers etc.


    vii. The decisions of election committee of Central/Regional; pertaining to elections shall be final.


    viii. The Regional Executive Committee shall be competent to form election committee


    of the District Bodies of the Regional Associations for fair and impartial elections of District Body of SPLA to be held in the month of October/November of Every Two Year.


    ix. The suspended/terminated member of SPLA shall not be eligible to contest in election of Central Regional/District/Unit Associations.


    x. Election Committee will not be sole responsible for any postal delays. It shall be the sole responsible of the Candidates themselves to ensure that the nomination forms and the fees are received by the Chairman/member of the election committee within the due date and time. The election committee will not refund the fees in case of rejection of nomination form.


    xi . An eligible member (ie. one who has paid the annual fee for the year) cannot propose/second for the same post.


    xii. All the perspective candidates their proposers and seconders are required to put the same signatures, which their National Identity Card (New) bear. The signatures on the nomination form should be attested either by the Principal/teacher (not below the rank of Assistant Professor) of the concerned college. Attesting officer must put their rubber stamp with name legibly written.


    xiii. Nomination forms without fee or vice versa will not be accepted. Nomination forms thus received will be rejected and fees will be forfeited.


    xiv. All representations/revisions/appeals may be addressed to the chairman of the respective election committee of Central/Regional Associations concerned.

    xv. Decision pertaining to the Election by the Election Committee shall be final and cannot be challenged in any Court of Law.

    xvi.

    a) Election Committee reserves the right to withdraw, cancel, amend and add any or all instructions at any time. It can also alter/change/revise its decisions at any stage of the election in view of the material proof provided to it which necessitates such action.

    b) In disciplinary trends/misconduct unbecoming of member shall be strictly dealt with by disqualifying the candidate if..

    He/She is arrogant/rude to the election staff/office.
    ii. He/She involves himself herself in any kind of electoral malpractice.
    iii. He/She tries to disrupt the process of Election.
    iv. He attempts to indulge in rumuor mongering/false propaganda, against the Election Commission/his opponent/any other members.
    v.. He/She exerts pressure in any form on the Election Committee.

    xvii. If any candidate propagates against the opponent candidate on the basis of cast, creed, colour, race and religion etc shall not be eligible to contest in any election if the charges against him are proved.


  • Provincial Executive Council (PEC)

    Article (III)(5) of the Constitution of SPLA

    a. The affairs of SPLA shall be governed by a Provincial Executive Council comprising of the fourteen office bearers of Central Association, the office bearers of the Regional Associations, President/nominee of the District Associations and twelve members of the Provincial Executive Council (4 members of the PEC one from each region proposed and nominated by Regional Associations and at least one principal be nominated among the principals from each region). The decisions of the Provincial Executive Council of SPLA shall be final. All affiliated, Regional District & Local Associations shall be responsible to act upon the decisions of Provincial Executive Council.

    b. The Provincial Executive Council will nominate the 12 members of the PEC with the consultation of Regional Bodies. The said members will be nominated in the first meeting of PEC after Elections.

    c. The PEC will appoint/nominate office Secretary for the Central, Regional Secretariat in order to maintain proper record of the Association.

    d. The PEC will appoint an Auditor to audit the financial matters of the Center/Regional/District Bodies Annually.

    e. The PEC will appoint a legal advisor for legal matters/litigations of SPLA.

    f. The PEC shall be authorized to approve and sanction all the items of expenditure.

    Article (II)

    1.NAME

      Association shall be called the “SINDH PROFESSORS’ & LECTURERS’ ASSOCIATION”

      2. HEADQUARTER

      The permanent headquarter of the Association shall be located at Karachi. The president shall, however, be authorized to locate the working headquarter at any place that deems fit and proper.

      3. AIMS AND OBJECTIVES

      To safeguard the rights and interests of its members both as a community and individual.

      b. To preserve, promote, and maintain the integrity of the members and to strive for the enhancement of the status, scale, and grade commensurate with their role in society.

      c. To organize educational/academic conferences, seminars & symposiums. Outstanding teachers will be awarded for their meritorious services.

      d. To help its members who are involved in research assignments.

      e. To revise and inculcate traditions, ideas, and values of religious education and culture in conformity with our national integration, objectives, and aspiration.

      f. To strive for the welfare of the members.

      g. To establish contacts with different bodies of the teachers and other professional bodies. Form alliances with them aiming at to improve the general conditions of the teaching community in particular and national welfare in general.

      h. To frame proposals for the betterment of education and submit to authorities for implementation and help the masses to eradicate the illiteracy.

      4. MEMBERSHIP

      Membership of the Association shall be open to all principals, teachers, librarians, and DPEs of all cadres serving in the colleges run by the College Education Department, Government of Sindh and District Governments, and City District Government in the province of Sindh

      5. ENROLMENT

      Any person fulfilling the conditions for being eligible to be enrolled as a member of the Association shall be deemed to have agreed to abide by the rules and regulations of the association. An applicants shall fill in the membership form in duplicate and submit it together with his/her membership subscription to the Secretary of the Regional Association through the Secretary of the local association. The Secretary of the regional association shall retain one copy of his/her form and send the other to the secretary of SPLA. 

      6. SUBSCRIPTION

      Every member shall be liable to pay his/her respective local Finance Secretary membership/subscription fee of PKR150 payable in advance in the month of September each year. The local Finance Secretary shall retain PKR30 with him for contigent expenses of the local Association and send PKR20 to the District Finance Secretary and PKR50 to the Regional Finance Secretary and PKR50 to the Finance Secretary Sindh Professors’ & Lecturers Association. PKR300 for new membership will directly be deposited with the Finance Secretary Sindh Professors & Lecturers’ Association. All the amount of the subscription so received shall be deposited in a scheduled Bank in the name of Local,District, Regional Association, Sindh Professors’ & Lecturers’ Association, as case may be.

      a) The Regional Finance Secretary shall be also be authorized to collect PKR150 per member from units of their respective Regions and disperse it to the respective associations.

      Article I Definition

      In the articles of the constitution specified or expressed from the context:

      a. “Government” shall mean the Government of Sindh

      b. “Region” shall mean the area under the administrative control of the former directorates of college education i.e. Karachi, Hyderabad, and Sukkur.

      c. “District” shall mean the administrative district controlled by the Government of Sindh and Towns situated in the vicinity of city district government, Karachi.

      d. “Association” shall mean the Sindh Professors’ & Lecturers’ Association

      e. “Member” shall mean a college teacher who has once been formally enrolled as a member of the Association and has not subsequently lost his/her status as such, either for non-payment of subscription or as a result of any disciplinary action taken against him/her by the Association. Any member leaving the department for any reason whatsoever shall ipso facto cease to be a member. Any member, who prefers an appeal to any relevant authority or institute a civil suit against termination of his/her services of his/her dismissal, shall continue to be the member of the Association till his/her case is finally adjudicated upon.

      f. “College Teacher” shall mean a college teacher employed by the Education Department, Government of Sindh.

      g. “SPLA” shall mean SINDH PROFESSORS’ & LECTURERS’ ASSOCIATION .

    2. Constitutional Membership Campaign

      As per the decision made in the 3rd Session of PEC held on 10 November 2024 at Government Boys Degree College Qasimabad, Hyderabad, the schedule of new membership and renewal of membership has been announced. Please read the following instructions given in the constitution of the SPLA:

      Membership:

      Membership of the Association shall be open to all principals, teachers, librarians, and DPEs of all cadres serving in the colleges run by the College Education Department, Government of Sindh and District Governments, and City District Government in the province of Sindh. (Article II (4) of SPLA Constitution)

      Enrolment

      Any person fulfilling the conditions for being eligible to be enrolled as a member of the Association shall be deemed to have agreed to abide by the rules and regulations of the association. An applicants shall fill in the membership form in duplicate and submit it together with his/her membership subscription to the Secretary of the Regional Assocition through the Secretary of the local association. The Secretary of the regional association shall retain one copy of his/her form and send the other to the secretary of SPLA. (Article II (5) of SPLA Constitution)

      Subscription of and Extraordinary Funds

      Every member shall be liable to pay his/her respective local Finance Secretary membership/subscription fee of PKR150 payable in advance in the month of September each year. (Article II (6) of SPLA Constitution)

      The suspended/terminated member of SPLA shall not be eligible to contest election of Central/Regional/District/Unit Association (Article VIII (ix) of SPLA Constitution)

      Note: Provincial Executive Council (PEC) of SPLA will not cease itself at any cost. (Article VII (B) of SPLA Constitution)

      In case of violation of Code of Conduct of SPLA, the local/district associations will be competent to recommend the name of the defaulter to the Regional Association for the suspension of the basic membership. The Regional Association shall be empowered to suspend the membership of the defaulter if such members and will recommend the PEC for cancellation of basic membership of such members after giving them proper opportunity for explaining their position.
